Heat the oil in a large pot over high heat, and add the chicken and cook it for about 5-6 minutes until no pink meat is visible, then remove from the pot. Next add the bell peppers and onions and cook until the onion is translucent, about 6 minutes. Then add the chicken back into the pot together with salt, pepper, chili powder, garlic powder and stirring until everything is evenly coated, for about 30 seconds

Add the milk and pasta, stirring constantly to prevent any pasta from sticking. Cook this for about 20 minutes, until the pasta is cooked and the milk has reduced to a thick sauce that coats the pasta. Then add the cheese and mix until it has melted, and serve
