Cut the paneer into cubes.

Remove the seeds from the bell pepper and cut it into cubes. Cut the onion into cubes as well.

In a bowl, mix 2 tablespoons cornstarch, all-purpose flour, black pepper powder, and a pinch of salt. Add water to make a thick batter.

Coat the paneer cubes in the batter, then fry them in hot oil until golden. Remove and set aside.

In the same pan, keep 2 tablespoons of oil and remove the rest.

Add garlic paste to the oil and sauté for a few seconds. Add most of the chopped green onions (reserve some for garnish) and stir-fry over high heat. Add green peas and cook until tender. Add the bell pepper and onion cubes, and stir-fry over high heat.

Add tomato ketchup, chili sauce, vinegar, and soy sauce. Mix well. Dissolve the remaining cornstarch in a little water and add to the pan. Mix thoroughly.

Stir continuously. Finally, add the fried paneer and salt. Mix well and top with the reserved green onions.

Serve the hot chili paneer with roti or rice.
