Wash the bulgur and mix it well with the ground meat. Add salt, cumin, and spices to taste, and knead until the mixture is well combined. Set aside and prepare the filling.

Finely chop the onion and sauté in a pan with a pinch of salt until softened. Add the ground meat, spices, and salt, and cook until the meat is done and the liquid has evaporated. Remove from heat and add the walnuts.

Divide the kibbeh mixture in half. Grease a baking dish with 1 tablespoon of ghee. Spread half of the kibbeh mixture evenly in the dish, then add the meat filling, and cover with the remaining kibbeh mixture. Smooth the top, brush with ghee, and sprinkle pine nuts on top. Bake in the oven until golden brown on top and bottom, then remove from the oven.
