Steps

In a blender jar, take black peppercorns, green cardamoms and sugar.

Blend it into a fine powder.
I have kept some more granulated sugar,as when we eat the ladoo, sugar granules gives a nice texture.
Next take a kadhai, heat desi ghee till it melts. - 3
Add wheat flour and roast it with ghee, till it's colour becomes brownish and it gives a nice aroma.
It will take around 8-9 minutes. - 4
As it is getting roasted, add some grated nutmeg. It too gives a nice flavour. Mix all well.
Now switch the flame off.
Add the powdered sugar mixture and granulated sugar. - 5
Mix all well.
It is ready to bind into ladoos.
Check the quantity of ghee, if required add some more melted ghee till ladoos are formed.
Make the ladoos when the mixture is hot - 6
