In a skillet, melt the butter and add the chopped bell pepper, celery, and onion (the classic 'Cajun trinity'). Sauté until the vegetables are soft.

After about 10 minutes, once the vegetables are well cooked, add the garlic and sauté briefly so it doesn't burn. Gradually add the flour and stir for 2 minutes.

While the vegetables are cooking, mix the milk and heavy cream together. If you have a microwave, warm the mixture slightly until lukewarm. You can also heat it gently in a saucepan—just be careful not to let it scorch.

Add the milk and cream mixture to the skillet and cook for 10 minutes, stirring constantly, until you have a light sauce.

Reduce the heat. Add the green onions and parsley, then stir in the seasonings and crab meat. Add the shredded cheddar and mix well. Season with salt and taste.

Turn off the heat and transfer the mixture to a large buttered baking dish (or use individual au gratin dishes if you prefer). Sprinkle more cheddar cheese on top.

Bake at 400°F (200°C) for 10-15 minutes. If you want a golden top, broil for an additional 5 minutes. Serve hot.
