Sift the all-purpose flour into a bowl, add salt, and gradually add water to knead into a dough. Cover and let it rest for 10 minutes, then divide into small balls.

Heat 1 teaspoon oil in a pan. Add ginger-garlic paste and green chilies, and sauté. Add grated cabbage and chopped onion, mix well, then add a little salt and soy sauce. Cook for a few minutes, then let the mixture cool.

Roll each dough ball into a small circle. Place a little filling in the center, fold, and shape into momos.

Heat water in a deep pan, place a steamer rack inside, and arrange the momos on a perforated plate. Steam on low heat for 10 to 15 minutes.

Heat oil in a pan and fry the steamed momos on low heat until golden. Serve hot with spicy chutney or ketchup.
