Prep pasta before starting on sauce.
Then; Melt butter in saucepan over medium heat. Add garlic and cook for one minute.

Whisk in the flour and cook for one minute, stirring continuously.

Add the heavy cream and stir continuously: add the milk and do the same, stir continuously.

Bring to a boil and then reduce heat and continue to stir in the cheese and salt and pepper.

Pour over ready pasta.
