Clean the chicken. Heat ghee in a pressure cooker, then add the chopped garlic and ginger. Sauté until golden brown. Add the chopped onions and sauté briefly. Add the chicken and cook until browned. Pour in 4 cups water (about 1 liter), cover, and cook on low heat for 20-25 minutes.

After 20-25 minutes, once the pressure releases completely, remove the chicken pieces and let them cool slightly. Shred the chicken and add it back to the soup. In a small bowl, mix the cornstarch with a little water until smooth, then add to the boiling soup. Cook until the soup thickens. Add the chopped green onion tops and cilantro. Stir in the vinegar and black pepper, then turn off the heat. Serve hot.
