Mix the flour with the beer, then add garlic powder, onion powder, salt, black pepper, paprika, cumin, and baking powder. Stir until you have a smooth, slightly thick batter.

Rinse the tilapia fillets, drain them, and cut into strips.

Heat enough oil in a skillet. Once the oil is hot, dip each fish strip into the batter and fry on both sides until golden brown.

Drain the fried fish on paper towels. While they drain, warm the tortillas on a griddle. Assemble the tacos by adding lettuce, mayonnaise, and chipotle sauce to taste.
