Combine all the ingredients in a bowl, then mix with a rubber spatula (adjust to your desired consistency with katakuriko slurry).

Heat a thin layer of oil, then pour the batter into a coin-sized pancake (easy for little hands to hold). Fry both sides until golden, then serve once evenly cooked through to the center.
