Prepare the ingredients. Fill a pot with 8 1/2 cups water (about 2000 milliliters) and bring to a boil.

Add the winter melon sugar to the pot and cook for 5 minutes. Turn off the heat, cover, and let the sugar dissolve completely.

Mix the agar powder with a little cold water until smooth.

Turn the heat back on and bring the winter melon tea to a boil again.

Pour in the agar mixture, stirring constantly with a ladle to prevent the agar from settling or sticking to the bottom. Simmer over medium-low heat until it comes to a boil.

Once everything is fully dissolved, turn off the heat and pour the mixture into a container.
