Rinse the salmon with salt and vinegar, then drain well. Lightly sear the salmon in a nonstick skillet. Marinate the salmon with 2 tablespoons fish sauce, 2 tablespoons oyster sauce, and black pepper. Let it sit for 15 minutes to absorb the flavors.

Sauté ginger, green onion, and garlic until fragrant, then add the salmon. Gently turn the salmon, then pour in enough boiling water to just cover the fish. Add 2-3 chili peppers; for more heat, slice the peppers before adding.

Cook uncovered to let the liquid reduce. Occasionally, gently turn the salmon so it absorbs the seasonings. When the sauce is almost gone, adjust the seasoning to taste, sprinkle with black pepper and chopped green onion, then turn off the heat.
