In a large pot, fry the bacon slowly

Add the onion, celery and pepper, and sauté until golden Brown? drain off excess fat

Add water, potatoes, salt, Paprika and Bayleaf simmer until potatoes are done (about 20 minutes)

Combine flour with 1/4 cup milk in measuring cup to make paste (add more flour or milk as necessary)

Add blended paste to potato sauce, pot mixture

Add rest of milk and corn

Stir constantly and simmer for five minutes.DO not boil.
