In a baking dish, pour half of the oil and spread the meat mixture by hand. Then place the peeled and thinly sliced potatoes on top.

Next, add the sliced bell pepper and tomatoes on top of the potatoes. Cover with aluminum foil and bake in a preheated oven at low heat for half an hour. Dissolve the tomato sauce with water, salt, and spices, and pour it evenly over the dish. Let it simmer for 15 minutes. Serve with fluffy rice.
