Wash the ground mutton and potatoes thoroughly.

In a pressure cooker, add the ground mutton, black pepper, ginger-garlic paste, and salt. Close the lid and cook for 3 whistles.

Boil the potatoes separately, let them cool, then mash them.

Let the cooked mutton cool, then grind it in a food processor or blender.

Chop the onion, green chilies, cilantro, and mint.

Heat oil in a pan. Add the chopped onion and green chilies and sauté until golden. Add all the dry spices and cook for 2 minutes.

Once the spices are well cooked, add the ground mutton and mashed potatoes. Add the chopped cilantro, mint, and lemon juice. Mix well and let the mixture cool.

Spread bread crumbs on a plate.

In a bowl, mix the cornstarch, egg, and milk until smooth.

Once the mutton mixture has cooled, shape it into kebabs.

Dip each kebab in the egg mixture, then coat with bread crumbs.

Heat oil in a deep pan. Once hot, deep fry the kebabs until golden brown.

Serve the mutton kebabs with fried green chilies.
