Prepare the Meat:
Heat the vegetable oil in a large pot over medium heat.
Add the chopped onion and garlic, and sauté until golden brown.
Add the meat pieces and brown them on all sides.
Stir in the spices (cumin, coriander, turmeric, black pepper, cinnamon, cardamom, cloves, and salt).
Pour in the water, bring to a boil, then reduce the heat and let it simmer until the meat is tender (about 1 hour for chicken, longer for lamb). - 2
Prepare the Rice:
Heat the oil orl butter in a large pot over medium heat.
Add the chopped onion and sauté until golden brown.
Add the grated carrots and continue to sauté for a few minutes.
Stir in the spices (cumin, coriander, turmeric, black pepper, and salt).
Drain the soaked rice and add it to the pot, stirring well to coat the rice with the spices and oil.
Pour in the broth from the cooked meat. The liquid should cover the rice by about 1 inch; add more water if necessary.

Then reduce the heat to low, cover the pot, and let it simmer until the rice is fully cooked and the liquid is absorbed (about 20-25 minutes).
