Steps

Wash, drain rice,set aside,soak Waterleaf in room temperature water for 10mins,drain set aside

Dice Vegetable,set aside

Now,heat up oil,it will almost be bleached,add onions,fry on med heat for 5 secs,add hot water just to be above rice

Add pepper, seasoning,,bring to boil

When it boils,add rice,reduce flame a bit to low/med

Once it boils,taste to adjust with salt and any seasoning or ingredient of choice

When water dries &it's not yet soft,add lil more water,reduce flame, continue to add lil water till soft,when soft and water is 98%dry,add Utazi & Waterleaf,stir well,you may drizzle lil more seasoning if you wish 💃🏼🤗
