In a mixing bowl add sooji + maida + sugar + fennel seeds + 1.5 cup water and mix very nicely.
Keep rest for 15 - 20 minutes - 2
Sooji will absorb much water. So have to add additional water as required. Malpua batter requires a slight thick yet flowing consistency batter.

Heat sufficient Oil under medium heat and drop one ladle full batter and deep fry till golden brown on both sides.

Follow the same process with rest of the batter. Dish is done.
