These sweet fried dumplings are made with dry coconut, sugar and mawa (solidified milk). In Maharashtra, these -are made during Ganesh festival.
Steps

Mix flours, semolina add salt and melted ghee. Rub ghee to flour nicely and make semisoft dough using lukewarm water. Keep it covered.

Let the dough rest for 15 minutes. Until then, we will make the stuffing.

Put a pan on gas stove. Roast coconut for two minutes on low heat.

Fry mawa for two to three minutes, then add sugar. mix well,cook on low flame till sugar melts.

Fry nuts in little ghee. Roast rava with one tbsp ghee, till golden color.

Mix all the above ingredients viz. fried rava, mawa, nuts, raisins, cardamom powder to make stuffing.

Knead the dough again for a minute and divide it into equal lemon size balls. Cover with damp cloth.

Take one ball roll into puri shape, stuff the sweet stuffing, make modak shape with folding. Make all modak and keep ready for frying.

Heat oil on medium heat and fry 5-6 modaks till golden color. It will take 4 to 5 minutes to fry on low heat.

Fry all modaks, cool them, and keep them in a container. The fried modaks will remain good for one week.
