Make the syrup in a pot and add the cinnamon.

Heat the oil in another pot and when it is hot enough add the flour and stir untill it gets golden brown (same process as making semolina halva).

Add the syrup. It becomes like a firm dough.

Take a tablespoon, fill it, and then using the palm of your hand shape it to the form of a spoon on both sides.
