Chop the peppers and cut the onions julienne style and cook them slowly wih a bit of olive oil (I personally prefer the usage of a crockpot for this kind of recipes)

Once half cooked mince the garlic and he parsley amd add them to the pot. A couple of minutes after add the soy beans. Season it with salt and paprika

Cut the octopus in slice of 1cm or so and boil them for five minutes. Add them to the pot and let them cook slowly for 10-15 minutes. Serve right away.

If you have to re-heat it add some water and serve once it has totally evaporated.
