Prepare spaghetti according to package directions. In a large skillet, brown ground beef. Drain. Add onion, garlic, salt, pepper, and spaghetti sauce. Bring to boil; reduce heat and simmer uncovered for 20 min.

In a small bowl, mix cream cheese and sour cream until blended. Stir in green onions.

In a greased 11 x 7 baking dish, layer spaghetti, cream cheese mixture, and beef. When close to full, top with shredded cheese.

Bake, covered with foil, for 20-25 min at 350°. Uncover and bake an additional 5 minutes.
