In a medium skillet over medium heat, brown the ground beef, onion, green pepper and garlic; add salt and pepper to taste; drain off liquids.

Combine mustard, ketchup, brown sugar, cloves and vinegar; mix thoroughly. Add to beef mixture. Reduce heat, and simmer for 20 minutes. Season with salt and pepper.

Sirve on buns.
