In a food Processor, add onions, garlic, pepper, tomato paste, coconut milk , curry powder, and red pepper...mix until mostly smooth, about 20 seconds

Pour the sauce over the carrots and mix well

Cover and cook on high for about 4 hours until carrots are just crispy

Mix cornstarch and water together in a small bowl until cornstarch is dissolved.
Pour mixture into slow cooker, stir to combine, and continue cooking for 15 minutes - 5
Add shrimp, stirring well. Cook for another 15 minutes
