Place spices into a spice grinder.

Grind until they have the consistency of sand.

Add olive oil, rosemary, kosher salt and pepper flakes.

Mix well to make a paste.

Score across the meat at 1/2 inch intervals.

Rub onto the steaks, cover with plastic wrap and let them sit in the refrigerator over night or for 6 hours.

Roast in an oven at 275°F until it reaches 115°F ( medium rare ).

This might take a while. Check periodically.

Place under broiler to brown, about 3 - 5 minutes.

Remove from oven and tent with foil for about 15 minutes before serving.
