chop potatoes in half

place potatoes cut side down in a large skillet or saute pan

add water, garlic, salt, butter and tyme

bring to a boil over medium high heat

when it reaches a boil, turn heat to medium and cover. cooking 15 minutes or until potatoes are tender

remove thyme and garlic. set garlic aside in a small bowl. turn heat to medium high and continue to cook potatoes, uncovered, until liquid has evaporated and potatoes have formed a brown crust

while the liquid is boiling off, mince or press the garlic. Add lemon and pepper, mixing to form a paste

once potatoes are done, remove from heat. add the garlic paste, chives and cheese. Mix and serve
