Stir together flour, baking powder, sugar, cream of tartar, and salt.

Cut in shortening until mixture resembles coarse crumbs.

Make a well in the center of the mixture, add milk all at once to the well.

Stir until dough clings together.

Knead gently on a lightly floured surface 10 to 12 times.

Roll out dough to 1/2 inch thick.

Cut out biscuits place on ungreased baking sheet. Place in the oven at 450°F for 10 to 12 minutes or until golden.
