Preheat oven to 450. In a large bowl stir together flour, baking powder, sugar, salt, and cream of tartar. Use pastry blender to cut in butter until coarse crumbs form. Make well in the center of flour mixture. Add all of milk. Use fork to stir until moistened, gently blend in garlic and thyme.

Turn dough out onto a lightly floured surface. Knead dough until dough holds together. Lightly till dough until 3/4 in. thick. Cut dough with floured 2 1/2 in. biscuit cutter. Reuse scraps.

Put biscuits 1 in. apart on in greased baking sheet. Bake for 10-14 or until golden brown.
