preheat oven to 350

cover bottom of 9x13 pan with frozen hash browns and cooking oil. mix together.

bake hash browns for 15 minutes

while hash browns bake, Brown hamburger and add gravy mix, water, veggies, 1 and 1/2 cups of cheese, and 1 and 1/2 cups of onions. let simmer.

add hamburger mixture to hash browns and bake for 15 minutes.

add remaining cheese and onions and bake 5 more minutes.
