Par boil the rice,sieve the water and keep aside. Now heat oil in a heavy bottom pan and tamper the whole jeera and garam masala and bay leaf.

Add the onion and fry till they become golden brown. Add the garlic and ginger paste and saute well. Add the veggies and fry well and adding salt and turmeric powder Cover it for a while till it becomes soft. Now add the tomatoes and fry well. Add hung curd and mix well.

Finally spread the rice over it. Sprinkle the kesar soaked milk, mitha atar, ghee and biryani masala and cover it. Keep it on a low flame for 10 mints. Veg biryani is ready to be served with raita.
