Microwave broccoli for 3 minutes.

Flatten chicken breasts by pounding between sheets of the waxed paper.

In a 2- quart microwave dish, arrange chicken, sprinkle with garlic powder and paprika and then microwave on high for 4 minutes.

In a 2-cup glass measuring cup or small bowl, combine 1/2 cup of orange juice, wine, tarragon, cornstarch and orange peel.

Microwave on high for 2-3 minutes or until thickened; pour over chicken.

Divide broccoli into 4 equal outgoings and place on top of chicken breasts.

Top each with mandarin oranges and microwave on high for 2-3 minutes or until chicken is thoroughly cooked.
