First of all crush Garlic into chopper/food processor.Do same with Ginger too.Now in a hot water soak red chillies for 15-20 mintues.After 20 minutes drain water and make a paste of soaked red chillies.

Take a non- stick pan add in oil on high flame,as oil is hot add in garlic,stir it continuously,after it golden add in ginger and again cook for sometime.Add in chilli paste and stir until oil comes out.Now add in vinegar,salt and little bit water.Stir it and turn flame to medium.Now add around 1/2 cup water and close it until all water is evaporated.Add in soy sauce and sugar.Turn off the flame.Add in noodles,fried rice,Manchurian, paneer chili.Goes well with any indo- Chinese cuisine.
