Steps

Soak oats for one hour

Now in a bowl add soaked oats and rice flour mix well

Now add all ingredients along with onion and green chilli

Now mix well with required water

Now add butter in it and mix well

Heat oil in a wok and transfer the small ball in a mixture and deep fry till golden colour

Serve hot with sause
