Heat oil and add minced meat and salt

Chop chillies and green pepper add it as you keep stirring

Add beef masala keep stirring until it's ready

Keep it aside to cool

Add flour in a basin with salt add water in bits as you mix with your hands to make dough

The dough should not be too soft or too hard

Once dough is ready pinch into small balls and flatten with a rolling pin into a very thin round shape

Heat pan and reduce heat

Place the flattened dough cooking each side for 1min as you keep them aside

Once your done with all of them mix some flour with water in a small bowl to make thick paste

Take your manda and cut into 4 quarters

Take one fold it to make a pocket using the paste

Add the minced meat filling and close it up using the paste

Do the same with the rest! Once you're done deep fry in hot oil until golden brown

Remove from heat and place on serviete to drain excess oil
