For making batter, mix rava, curd, water, salt, green chilli and baking soda or Eno fruit salt to it. Give it a proper mix until you see few bubbles.

Then let it rest for 15-20 mins.

Then take one large glass of water in a steamer on a medium flame. Grease the tray with oil.

Pour the batter to the tray and place it in the steamer. Steam for 15 mins on medium flame.

After 15 mins, insert a knife to check if it's done. If the knife comes out clean then it's done or else steam it more for 5 mins.

Take out the tray, let it cool down and then cut it to square pieces.

For Tempering, heat the oil. Then add curry leaves and mustard seeds (u can also add sesame seeds). Saute for few seconds and then pour on the rava dhokla.
