In a large bowl, combine the peaches, 1/4 cup white and brown sugars, 1/4 tsp cinnamon, nutmeg, lemon juice, and cornstarch. Toss to cost evenly and put in a 2 qt baking dish. Bake for 10 minutes.

While that bakes, in a large bowl, combine flour, 1/4 cup white and brown sugar, baking soda and salt. Blend in the butter with your fingertips until mixture resembles course meal. Stir in the boiling water until just combined.

Remove the peaches from oven after 10 minutes and drop spoonfuls of topping over them. Sprinkle entire cobbler with sugar/cinnamon mixture. Return to oven and bake until golden, 25-30 minutes.
