Grew up eating this, the key is getting the hash a bit crunchy but not burning it.
Cooking Instructions

Heat the oil in a skillet add the hash and turn as needed but get it crispy and crunchy. When it is crispy make 2 craters. Add the eggs to the craters season with salt and pepper.

Take the 3 tablespoon of water and cover.

Steam for 3-5 minutes till whites are done but the yokes are runny. Add to a plate
