In a bowl add besan and spices.mix it. Add sufficient water to make batter.keep aside. Now add oil in kadhai and heat oil for frying. Take paneer and cut it into the cubes. Cut the paneer cubes from between and fill with green chutney. Now dip paneer cubes in the besan batter and deep fry them till golden brown. Serve hot with tomato sauce.
