Wash the mutton thoroughly. Place it in a pressure cooker with salt, turmeric, and enough water. Cover and cook for 4-5 whistles.

Open the lid, cut the mutton into pieces, and sauté in a nonstick pan for a few minutes.

In a blender, combine ginger, garlic, cumin seeds, black peppercorns, cloves, cinnamon, black cardamom, and soaked red chilies. Grind to a paste. Add vinegar and blend again.

Heat oil in a large skillet. Add chopped onions and sauté until golden brown. Add the ground spice paste and cook until fragrant. Add the mutton, salt, sugar, and a little water. Sauté everything together.

Garnish with chopped cilantro, lemon wedges, and sliced onions. Serve hot.
