For my 'Delbia' empanadas, in honor of my mother, who lovingly made them for her family and for her business.

Sauté the onion, bell peppers, and garlic with the bay leaf. Add the ground beef and mix well.

Once the beef is cooked, add the tomato sauce to moisten the mixture. Season with salt, pepper, and the spices.

Add the chopped hard-boiled eggs and olives. If using raisins, add them now as well.

To make the dough: Place the flour in a bowl with the oil and salt. Knead, adding warm water as needed, until you have a soft dough. Roll out and cut into circles about 3 inches (8 cm) in diameter.

Place the filling in the center of each circle and fold to close (use a fork or your fingers to seal). Brush the tops with beaten egg and bake at 340°F (170°C) for about 15 minutes, until golden brown.
