In a pan take amchoor powder,add red chill powder,rock salt,salt and add water,mix it to make it lump free

Switch on the gas,put this pan and add sugar,fennel seed and boil it,in few minutes the sugar shall dissolve and it shall become thick liquid as shown in pic
