Rinse the rice. Boil salted water (twice the volume of rice), add rice and boil until it is half cooked (about 10 min).

Finely chop the onion. Mix it with mince. Add a teaspoon of salt and some black pepper.
Add to the mix some water, so that it is liquid creamy - 3
Peel the peppers. They can be cut open on the top or cut in half

Stuff the peppers, but not too tight

Put the peppers into the form (vertically if cut on top). Put bay leaves into the form. Fill half the form with warm or hot water.

Bake at 180-200 degrees (water should be boiling) in the oven for at least 1 hour (unless the peppers are small)
