This is a North Indian snack, specially made during festivals like Diwali.
Steps

Sift the flour, add salt and sugar and mix.

Add ghee (fat) to the flour then mix well while rubbing the flour with ghee. Check to ensure you get crumble like texture.

Knead the semi soft dough using room temperature water. It will require 1/2 cup water.

Let the dough rest for 15 min.

Knead the dough again for a min.

Take a portion of dough, make a round balls.

Roll into thin, round shape and trim into rectangular shape with a knife.

Make lengthwise cuts in the middle with the help of a knife.

Apply water on the four sides of the sheet. Gently lift one end of the sheet to the other end, lightly press it. repeat it 2 to three times. The champakalis are to be fried.

Heat oil in a pan on medium flame and deep fry the champakali till golden color on medium flame. It will take 4 to 5 min for a batch of 3 to 4 champakalis at a time.

Ground the sugar with one cardamom and dust on some champakalis for making sweet champakali.

Mix spices salt,chilli powder, chat masala, and cumin powder.

Sprinkle spice powder on remaining champakalis for namkeen champakalis.

Sweet and namkeen Champakalis are ready to be served.
