Steps

Mix Wheat flour + Maida + salt + oil + water and knead a semi-soft dough, keep rest for 10 minutes.

Grate / scrape coconut, in pan, add water + jaggery, let jaggery melt, then add coconut + cardamom, mix well and cook till coconut gets cooked, moisture evaporates and mixture turns thick.
Coconut Filling is done, discard cardamom and allow to cool. - 3
Add water, cardamom and sugar in a pan, now have to prepare sugar syrup. First let sugar dissolve, then boil for 2-3 minutes. We need 1 string consisting sugar syrup.

Knead the dough for 1-2 minute. Now take a medium size dough, make a round shape (just like roti) with the help of rolling pin and cut round round shapes with help of cookie cutter or any steel glass / bowl.

Now add 2 - 3 tsp of coconut filling right in the middle, press gently the filling, apply slight water all around the round shape and cover it with another round shape. Seal the edges very nicely

Do the same process with rest of the dough for each Chandrakala

Now heat sufficient Ghee, deep fry each Chandrakalas and fry till golden yellow under low to medium flame.

Now dip each piece for few seconds in the sugar syrup, just coat all over nicely and take out.

Chandrakala is done.
