Steps

Soak moong dal for four hours.

Drain excess water and grind coarsely with chillies and coriander leaves.

Chop onion thinly.In a mixing bowl add dal mixture,salt, onion, fennel seeds and 2 tspoon warm oil.Mix by hands.

Heat oil in a pan add little pakoda by hands.Fry till golden brown and crispy.Serve hot with fried green chillies.
