Mix glutinous rice flour, sugar, and milk until smooth. The batter should be thick but pourable, like thick yogurt.

Add butter or oil to an 11-inch nonstick skillet over medium-low heat. Pour half the batter into the pan to form the base. Spread red beans evenly on top, then pour the remaining batter over to cover.
