Soak the bulgur in hot water and let it sit for 1 hour. Grate 2 onions and add them to the bulgur along with 1.1 lbs (about 1/2 kg) of ground lamb. Add all the spices and salt, then knead the mixture well. Add water as needed until the dough comes together—it should not be too hard or too soft.

For the filling, finely chop the remaining onions and sauté them in butter or oil until soft. Add the remaining ground lamb and the same spices, then cook for about 15 minutes until done.

Heat plenty of oil in a deep pan. Shape the kibbeh into patties and fry them until golden brown. For best results, do not move them until they are browned, then lower the heat slightly to prevent burning.
