Add the soy sauce, vinegar, garlic, bay leaves, pepper and coconut milk (only add half of the coconut milk at this point) including 240 ml of water into a covered sauce pan or skillet large enough to place the chicken in one layer. Bring to a boil on high heat. Add the chicken; reduce the heat to medium-low and cover. Cook until chicken is done, roughly 20 minutes.

Heat the oven to 230°F celcius (450 F) on broil and put the rack about 10 cm from the heat source. Remove the chicken pieces from the liquid and pat dry with paper towel. Boil the sauce, along with the remaining coconut milk over high heat until it is reduced to 240 ml; discard the bay leaves and keep the sauce warm. Meanwhile broil the chicken until Brown and crisp and hot, 10 to 15 minutes. Serve the chicken with the sauce.
