Steps

Rinse the rice and season it with salt and spices.

Prepare all the fried vegetables and drain them well from the oil.

Place a layer of tomato at the bottom of the pot to prevent the vegetables from burning.

Add a layer of cauliflower, then a layer of potatoes, then a layer of rice. Repeat with another layer of cauliflower, potatoes, carrots, and the remaining rice.

Slowly pour water over the layers to avoid disturbing them.

Bring to a boil over high heat, then reduce to low, cover the pot, and cook until the rice is done and the water is absorbed.
