Preheat oven to 350°F.

Heat oil in skillet, add onion and garlic. Sauté 10 minutes. Add bell pepper, and jalapeños. Sauté for 3 minutes. Stir in tomatoes, lime juice, chili powder, and salt. Bring to a boil. Mix in beans and rice.

Pour into a 2 quart casserole dish. Cook for 20 minutes. Top with cheese and cook until bubbly or melted.
